Dear WHO Leadership, Intergovernmental Negotiating Body Bureau Members, and WHO Member States:

As representatives of civil society, we congratulate you for adopting the pandemic agreement at the 78th World Health Assembly. As the world still struggles to apply the lessons learned from the COVID-19 pandemic and build the systems, structures, and financing needed to prevent another pandemic of such magnitude, this historic agreement is an important commitment to global solidarity and cooperation against pandemic threats.

The pandemic agreement enshrines equity as core to pandemic prevention, preparedness, and response, recognizes One Health and the interconnectedness of human, animal, and environmental health, and advances provisions across research and development, supply chain, and the health workforce that can enable a more effective, equitable response to global health emergencies. These are historic achievements that lay the foundation for a world better equipped to prevent and respond to future threats.

We celebrate the dedication and tenacity of WHO Member States in achieving and adopting a final pandemic agreement, and standing strong for equity and coordinated, multilateral action at a challenging time. Now, it is critical to maintain momentum and advance next steps to turn the promise of the pandemic agreement into reality. 

We are with you in this effort, and stand ready to work together to sustain the political will and attention needed to advance next steps. We also call on you to proactively communicate the positive benefits of the pandemic agreement to the public and actively tackle disinformation. 

The pandemic agreement is a powerful signal of unity when the world needs more hope and solidarity. We look forward to advancing this promise and working together for a healthier, safer world.
