Position: Senior Advisor Consultant, Policy & Advocacy, EU Multiannual Financial Framework (MFF)

Job Location: Brussels

Contract Term: Fixed, consultant contract

Time Allocation: Flexible; qualified candidates available for 60% time or more will be considered

Position Summary

We are seeking an experienced consultant with an excellent grasp of both the politics and the detail around the EU Multiannual Financial Framework (MFF process). Experience should include a background in policy and advocacy with links to networks of relevant stakeholders in EU capitals as well as Brussels. Ideally candidates will have experience of effective advocacy and campaigning on previous MFF cycle(s).

This consultancy role will provide advice, analysis, and support on the strategy and partnerships needed to increase ODA levels in the EU’s next MFF, which provides an opportunity for stakeholders to rethink how the EU can best tackle complex global crises without threatening pressurized ODA budgets. 

While the overall objective of this work is to protect and extend the ODA budget, a broader objective is to help increase awareness of these issues across a wide range of stakeholders across the EU and beyond. 

 

Consultant Scope of Work

  • Navigate relationships and partnerships across the EU with stakeholders from international development, EU policy, global health, human rights, peace building, climate change, and beyond.
  • Provide advice on the commissioning, management, and launch of research and policy analyses to make the case for increased external spending in the next MFF
  • Consult close partners to be able to best advise on how to commission and deploy campaign assets.
  • Map relationships in the new European Parliament and Commission in 2024 to build support for the campaign objectives.
  • Work closely with key partners on different aspects of this work.

 

Deliverables & Expectations

  • Deliver against key objectives on policy, contact outreach, advocacy, partnerships, and mapping — to be set on a monthly basis by agreement with the consultant managing supervisor
  • Keep key colleagues regularly informed on MFF policy, politics, and partnerships 
  • Deliver as a strong a strong self-starter with deep experience of working on the EU MFF 

Position Qualifications & Competencies

Desired Qualifications

  • Bachelor’s degree with at least 5 years of relevant work experience in a relevant field (International Relations/Public Policy, Political Science, Communications, or a related field);
  • Proven track-record in, and demonstrated knowledge of, EU development and aid policy
  • Direct experience working on a previous MFF in Brussels
  • Proven experience developing practical policy and advocacy products and tools
  • Must have the right to live and work in Brussels, Belgium

 

Competencies

  • Commitment to increasing overall EU aid, increasing aid to low- and middle-income countries
  • Organized, detail-oriented with strong logistics, planning, and coordination skills
  • Excellent writing, proofreading, project-management, and research skills
  • Demonstrated ability to take the initiative, work independently, deliver under pressure
  • Excellent written and oral English language skills and proficiency to write and edit products 
  • French or other language skills a bonus

 

Compensation 

Contracted compensation will depend on the experience, education, and location of the consultant candidate.
